Should be 85%

It's 85%, but there seems to be some leeway. The person in my guild has been keeping figures on how many non-flagged can get in and such, and it seems to fluctuate based on, you know, time of day, number of clouds in the sky, how many copper pieces are in the raid... i.e. who knows. But 85% is the general rule, 32 person minimum raid size.

Just to give you an idea, we have a channel where the non flagged join so we can keep track of the numbers and can start letting people in on a first-come basis. It's not a perfect system, but the channel helps.
