Just started the "Parts for Belfast" quest and am stuck on the first task.

Says to go "Find Merchant Model CGXIV".

Found him, hailed him, said "What pinion gears?", and it will simply not update the quest/task.

Any ideas what is going wrong?

The first step is "finding" him - you need to stand right on top of him to get the mission update, the next step is talking to him.

Being some one who has played EQ since before Kunark, I find that hailing does not count as "finding" and instead you have to stand on top of the NPC to be simply idiotic.

But then again that goes for a lot of what SOE has done to this game.
