There is probably a good reason, but I just can't follow the logic.

Is it because "they just never have", is it because it would be "overpowering" if they did? Honestly, I can't see why they shouldn't.

I think the restriction on those foci was more so intended for quading, maybe pb ae spells, and rain got the shaft b/c they were still technically AE effects.

Iirc though pop saw a pretty big gain on ae dmg, and when they took out a rain from the tss shm spell line up for sting they did actually reduce the dmg some so I'm guessing they might have accounted for the lack of focus by just upping the base numbers.

DD base effic has roughly gone up 20% since PoP.

AE rain base effic (for 3 hits) has roughly gone up 9% since PoP.

Avg foci hit for top end casters has gone from 17.5% (35) to 32.5% (65) since pop. But the higher crit rate will favor rains more than DD's, as far as effic goes. Epic will favor DD effic.

OoW rain is a bigger power gain over PoP rain than even Rank 3 TSS rain is over OoW rain.

PoP rain (3 hits) -> OoW = 37% power gain.
OoW -> R3 TSS = 35%
OoW -> R1 TSS = 25%

The rains are the quadding spells :) My guess is they felt quadding (rains, targeted ae) and AE groups (PBAE) were doing fine without Improved Damage focus.

Just think, if focus did affect rains we'd never know if a mob had a spell shielding aug. :wiggle:

From the kunark rain (blizzard) to pop I believe it went up like 73% was why I said that.. after that initial big upgrade yeah. they seemed to have kept it to 35% ish ea. lvl increasing expansion

Barring resists the thunder targeted ae spell line was always better dmg than rains until oow cut the spell line and the new rain did more dmg than karana's rage. There was really no reason to use rains when quading at all until like pofire tables where you might use it along with karana's rage since it resisted less but even with resists karana's was still overall better with no recast.

The foci's with their restrictions went in during between luclin and pop I believe. when no one but a mage would be using rains to quad.
