Slots 13 and 14 are for augs which are not yet live in the game. All / All Augments are not ment for these slots.
This means Merloc is changing augments such as BiC, Tipt Augments and the VP Augment to be slots 1 - 12. Rasherre posted this should go live pretty soon (likely during the next patch).
