Nope. Although I would call it the Vish mask rather than the Yar'Lir mask. They're both clickable from inventory too.

For future reference...

When you look at a lucy link of a click item, you'll see the following:

Effect: Chlorotrope (http://lucy.allakhazam.com/spell.html?id=5355) (Any Slot/Can Equip, Casting Time: 1.0) at Level 70
Recast Delay: 210 seconds, Recast Type: 8

Clicky items with the same type number will grey out each other upon clicking, while clicky items with different numbers aren't effected.

The example above is of the vish mask, the Tacvi hammer's clicky info is:

Effect: Nature's Infusion (http://lucy.allakhazam.com/spell.html?id=3443) (Any Slot/Can Equip, Casting Time: 2.0)
Recast Delay: 210 seconds, Recast Type: 2

Since the mace is on a type 2 recast timer and the mask is on a type 8 recast timer, they don't effect each other.
