Hmmm.... Sounds like it's directly related to the two spells - Matrimony and Divorceamony.

The effects are very similar to the Enchanter Torment line.

Check out <a href="http://lucy.fnord.net/spell.html?id=1700&source=Live" target="top">Torment of Arglii</a>

This is one of my favorite spells to use on the Overking in Chardok. He no like it.

As for what casts it.....my best guess would be an enchanter mob. :)

Sounds like an enchanter or necro thing. The spell icon for the link on Lucy's that is in the original post is poison.

Could also be a proc/monster cast only.

It has no classes assigned to it, so its a mob proc...if its even live heh.

I just thought the spell was fitting...
