The situation is like this..

It has "Flowing Thought I"

Can I put a slot-7 augment on it with the effect "Flowing Thought I"

Will the effects stack, or will it cancel out?

What about putting "Spell Haste IV" on an item that already
has a focus effect?

Should be FT 1 + FT 1 (two seperate lines)

Two focus effects would be the same thing.

Should be, or is? And even if it displays correctly, how would you know that it's <i>working</i> correctly, since FT I is nearly impossible to discern on its own.
