Ok, I can confirm this drops off a Massive Bazu, -620, -1350 in the southeast branch of Noble's Causeway.

Took a while, seems to be a fairly rare spawn and his rare drop. Hits for mid 800s, pretty fast, partially slowable. I'd say not really soloable due to his combat proc but pretty easily duoable. While there, you might kill the 2 ferans on the ledge to the north looking for Feran Bull. There is also a named dragorn spawn in the dome to the south, but I never killed them.
