Considering the length of time required to do the faction work just to get the tier 1 armor(not to mention the rare drops), versus the improved ease in being able to farm elemental armor patterns, am I better off with elemental armor?

Yes, very few of the EP mini's can be done with a single group but where applicable the focuses (even with decay) are superior to OoW tier 1 armor.
