The last I checked I see that once you create a Drakkin, you are stuck in the tutorial. If you try to leave through the exit tunnel, you cannot leave.
Has this been since the expansion started?
Are there any Drakkin players who made it out into zones? Or are all Drakkins still stuck in the newbie tutorial zone?
If so....any word on repair?

I didn't have any problems leaving tutorial. I did so on launch day and last night just fine.

There has been some massive server lag in the tutorial that may have made it seem like you were unable to zone out (At least on Bertox). I got out fine yesterday afternoon, but I know one time earlier I was not able to zone, but either was anyone else.
