Oblivion also drops a strange QUEST ITEM NO TRADE MAGIC LORE ITEM

No idea as of yet, though there are many TSS items out there with unknown purposes

If you cast Identify on the leg, it should show: someone in cresent reach may be interested in it.. or something close to that.
