I have Earring of Poison Clouds (http://lucy.allakhazam.com/item.html?id=46564) with Spell Alacrity VI, and quick damage 3.

Base Casting time for solstice strike - 6.3, base for Equinox Burn - 6.3

Yet my actual casting time for both is different - 4.4 for Solstice and 4.6 for Equinox. This is without cleric spell haste on.

Any clues as to how this could be?

I have an odd feeling, though I may be wrong.. perhaps QD 3 isn't working fully for 71+ spells?

That was my fear, wondering what other people are experiencing...

I removed my detrimental spell haste item.

Ancient Glacier Frost: Base cast time 6.3, actual cast time 5.7
Rime Crystals: Base cast time 6.3, actual cast time 5.7

Looks like Quick Damage is working. Are you sure you don't have any other spell haste items?

Edit: I checked your magelo. You have Quickening of the Aneuk in addition to Spell Alacrity VI. :P
