Uhm.. Whats its story?

Anyone already did some parsing on this effect? Does it really work?
Thinking resist rates... If i was lvl40 casting on a lvl60 mob I would have "some" trouble to hit them.. with this effect it would be like if I was lvl60 and nukes should hit just fine ...right?
If so.. at lvl65 my nukes should hit as if I was lvl85..? So how come I cant notice any improvements at all.. (I didnt parse it ..yet. I'm hoping someone already did it)
Or did I just missunderstand the effect? (I didn't notice any improvements on fizzles either btw)

It is still broken, thus, no one really knows exactly *what* it does.

It effects fizzle rate although not enough you're going to notice. It may have other effects but resist rate is definetly not one of them.

Brilliance of Ro does adjust your effective casting level by 20, thereby reducing fizzle rate.

The problem is that near everyone is at or very close to the minimum fizzle rate allowed by the game, unless you have specific AA that circumvents fizzles entirely. So it is worthless.

The effect would be much more noticeable on a midlevel character casting a new circle of spells...but as is the case, the effect is only on high-end items, where our levels reduce or entirely eliminate the benefit of the additional 20 levels since we are fizzle rate capped.

I believe it raises your effective skills in Alteration, Evocation etc by 20, meaning its like you have a skill of 255 when checking for fizzles.

fizzle rate, spell failure rate for certian, unknown if it affects damage calculation level, or mob "domination" level. (when you dominate a mobs level you get more damage from focuses, and hit for full more often)

My max stays the same, whether I'm nuking Bertox or a orc pawn.

I would like to know why it doesn't announce when using the effect.

Other than that, IMO it's worthless.

Just because we're unsure of what it does, didn't stop us asking for an item with it, in case it becomes something <em>brilliant</em>.

Your post urged me to check and parse my logs.

As far as i can say, there is no statistically significant difference in fizzle rate or spell resists with brilliance of ro on me (lvl65).

Nevertheless do i like my Crown of Energy :)
