Was merited a dark mace of thought last night (wee!!) and I was wondering how much if any weapon skill affects proc rate.
I was at 82 1hblunt skill when i looted the mace, was able to get it to 105 or so by the end of the raid (kinda weird getting hits for 130+ on VT mobs), the proc rate seems very low on the mace (either a tap, or a "this mob has no mana to effect" message), but as my skill went up, seemed to go off a bit more, this just wishful thinking, or are skill and proc rates related?

Dex affects how much you proc, to some degree.
Any druid already has high enough dex to not really worry about it.

I think weapon swings, rather than your skill, have more to do with how often you might have a chance to proc. So really you'd have no more chance at skill 1 or skill 200 since as far as I know the weapon itself doesn't even have to hit.

A proc rate on one weapon is not going to be different than another, all other things being equal you'll have the same "proc rate." As in, it would not be right to say "this thing procs a lot while this thing does not." I think the only weapon type that procs more are those newer summoned cleric super high level hammers.

Well...two handed weapons generally proc more than a single 1-handed weapon, to compensate for the ability for some classes to use two 1-handed weapons that proc at once. For example, a tranquil staff (2hb, delay 30) definitely procs much more often than a waning light katar (h2h, delay 22), both per-swing and per-minute.

Haste and skill don't affect the proc rate I think. With 132 dex (no buff) in an exp group in Tactics it procced from once to three times a mob usually. So not too bad :)

Well, haste makes you swing faster, more swings per fight give you more chances to proc. Indirectly haste does affect proc rate like that.

Although I can't recall the source, I know somebody did lengthy parses on how haste effects total proc's. The end result was interesting: while haste definately improved damage dealt it did nothing to the total number of procs.

This leads me to believe that the proc rate is independent of hits and misses, but is a simple random occurance which can happen anytime a player is in melee range of a mob and has auto-attack on.

Yes, procs are not dependent on haste.

Our guild MT claims that proc rates can vary across weapons with the same proc. He says that Bloodfrenzy (enraging blow off Cursed) procs far more often than Blood of Carnage (enraging blow off AoW) - which makes sense because the BF is harder to get than the BoC.

When Verant was first adjusting the summoned cleric hammer proc, they were able somehow to adjust proc rate based on which hammer was used, which would also seem to indicate that items have different proc rates.

With maxxed 1h blunt, good haste, and focus from a shammy it procs usually a couple times per fight. Obviously the percentage goes way down on mobs that have mana, and up when the proc does you no good;)

wow, that guy did some serious number crunching.
from experience alone, with dex at 255 and speed of vallon (no haste item as of yet) i notice that the mace does proc more often, and I didnt think it was my imagination :p
