This may be a bizzare question but a couple of times I have seen an item on a couple of druids that went in the primary slot and slowed green with a misty around it, looked really funky and uber ;)

If that made sense to anyone do they know what it is at all ?

Allakhazam says it comes from Razorfiend Subduers and Suppressors in the Plane of Valor.

And for what it's worth, on Veeshan I can't find anybody who's even heard of it, much less has it for sale.

I saw the ink bottle for sale. Once.

inside the bridge house in POV there is a mob named a cartographer something, he is suppose to drop this item. I have never killed him or seen him killed, so I cannot confirm this, however this might point you in the right direction

A lot of rogues have an item with the same look. It is their advanced poision making thing (Grandmaster poison vial or something--really similar name to their tradeskill trophy but slightly different) and can go in off hand with that same green glowing particle effect.
