According to Lucy's, which isn't necessarily always fully accurate:

1: Decrease Spell Mana Cost by 10%
2: Limit: Max Level(65)
3: Limit: Spell(Complete Healing excluded)
4: Limit: Min Casting Time(3.0 sec)
5: Limit: Spell Type(Beneficial only)
6: Limit: Effect(Percentage Heal excluded)

So basically is a focus IV effect for reducing spell costs.

Its not a true Focus IV, since it is only beneficial spells only. But useful for the classes that can use it.
