I can't figure out how to send a spy to another city other than the capital of another Civ. I wanted to do a "culture capture" of another small city so I figured I'd send a spy there to spread propaganda but the interface won't let me select that city! How come?
I sent it to the capital and darned if Cleo didn't catch my spy and give me hell for it...
And what's with the bonnet on Cleopatra? She looks insane!

I believe you pick what city to perform your espionage in by selecting it from the list to the right. However, that list will only be updated from the list of cities you know they have.
BTW - get conquests, it that much more fun :)
I also find that it just isn't worth the huge amounts of money to do spy operations. They fail on me 95% of the time and start a war.
Joan looks a bit funny, too with her bald head and armee shirt.
Have you noticed how different the game is from one difficulty to the next? The way I do it is to play at a difficulty level until I am beating the computer most of the time, then I move up. I went from Warlord to Regent a few days ago and regent just ran over me like I was a newb.
Then again I have been getting really crappy starting locations a lot lately. Like 2 squares of plains surrounded by mountains with no fresh water source, iron or horses on the peninsula that is capped off by Babylon or Arabia.
*Edit: If your talking about the original insertion of the spy, I believe that can only happen at the capital. Like I said, 95% of the time it fails and is very expensive.

There was a list of cities, one of my own cities was right next door to the city I wanted to spread propaganda. And it wouldn't let me select it from the list! Only city I could select was my neighbor's capital. Grrr!

I win at Warlord now, but it's always a space race win. I haven't tried any other win. Oh sure, I crush out the occassional weak civiliazation from time to time...

you only need one spy in a country to capture cities and do everything else. Just select an action you want to do and the list of cities will pop up. In order to do a lot of actions you may need to have a wonder called Intellegence Agency.
Civ 3 sucks thought. I really liked Civ 1 dont remember 2.

I cheat when I start a new game 8P I save it right away, then scout around a couple turns so I can find the optimum starting place for my first city within one or two moves... Then reload it and plant my city in the spot I picked.
Figure it's only fair! I hate relying on pure luck!

Heh! I didn't even think of doing that!
Well, I got so good at Warlord level that I screwed up majorly in my last game, forgot to change my civ from Republic to Democracy until way late. I was so confused, couldn't figure out why everything was going so badly for me, then I saw my form of government and understood!
Anyway, Joan of Arc was a complete bitch! She was like being all nice and "lets trade baugettes!" and then she starts coming onto my territory and I say like, "get out, I didn't invite you in!" and she says "ok fine, we're at war!" But then it felt sooo good when I crushed her garlic smelling mouth into the mud, once I fixed my little problem of not bothering to make enough of a military. And Elizabeth.... boy, I had her pegged right off. She was all nice a bringing me crumpets and stuff, but then I could see she had something up her sleeve when she kept sending guys into my lands. And I said, "Hey Liz, whatcha doing with that huge stack of troops near my city?" and then she goes, "Oh! Oh, I wasn't paying attention! My bad!" And she laughs and I see those bad English teeth of hers. And then, gee big suprise, she declares war on me.
Well, that was her mistake because I introduced her to Mr. Calvary and Mr. Medivial Thingie and they adjusted her attitude right off. It wasn't long before England was a Snivilization and she ran to me for a peace treaty and I said, "Well sure, gimme these cities, all your gold and a bunch of other stuff and I'll stop creaming you." Well, long story short, she didn't so I had to snuff her out.
Abe Licoln was a pretty nice dude, he went to war against my enemies a couple times. He kind of scared me though because he was pretty powerful. But he honored all our agreements. Unfortunately I had a mutual protection pact with the Iroqois, who were small and snively, but I need to go through their territory to crush France, and then America and the Indians went at it, so I had to attack America.
But then, while everyone was pulling each other's hair out I built a space ship and got the hell out of that hell-hole of a world... geez, all the pollution and stuff, they can have it!
