Why is it embargoed?

I wouldnt call it an embargo.

It's just an agreement among publishers and retailers to release games at specified times, according to the publisher's agenda. If a retailer breaks the agreement, they can be subject to fines, be denied early access to new product, and other such mean things.

As for why they wouldnt release FFXI in europe at the same time as NA, I have no idea, you'd have to ask Square-Enix. Considering how badly they underestimated the demand in North America I'm not at all surprised by their continued bungling.

Can order it from www.dvdboxoffice.com a friend who plays EQ got it from there and he lives in UK and incurred 0 taxes.

Just waiting for it to arrive :D
