Did jewelcrafting release with the patch?

I got a design yesterday for a aquamarineward (trinket +dodge)

or is this just a bug in the game, cant find anything about drops for jewelcrafting in the patchnotes

They've put some jewelcrafting items in the game, but you can only learn the skill if you get BC. Guess you'll still be able to trade them though - hard to see how they could allow such things drop only for BC owners.
