as with all CC, there's a percentage based diminishing return on the length of the spell. Luckily with roots, we rarely experience this as farting in the same vicinity as roots seems to break them. But alas, I digress. The answer to your question is yes.

People can still attack while rooted too so the power of roots vs. cyclone are on far different levels from my pov so i don't see why they would ever be on the same dr.
