I have changed to feral so I now constantly use bear/cat forms, only switching out to heal.
However I am finding that my stealth with cat is being detected by almost anything my level, even when I am behind them, when leveling from 57-58 I only got a pounce in on 3 occasions out of EVERY kill. I have the talent that decreases cance for me to be detected but this seems to ave no effect, can somebody help me here?

That is odd. I have no problems with that and get discovered rarely.

How do you approach the mobs? How far are you away when you pounce/ravage? With 3 points in Feral Instinct you should be able to almost walk through enemies a few levels below you when you are behind them.

Generally you should approach from behind, cloak very early (until you get a better feeling for aggro ranges) and stay behind your target. Use you opener the moment you are in range.

Maybe you have autoattack turned on when you approach your target and that decloaks you as soon as you are in range?

Yeah, I would say that you're right clicking to select your target turning on auto-attack. Also, you need to approach your target from behind or go in spamming your pounce because mobs and players alike have better front (conical) stealth detection than rear. It takes practice, but in no time, you'll have no problem circling your enemy and waiting for the proper time to pounce.

adding on to the previous 2 posters, dogs have the highest stealth detection i think so what you're used to doing with other mobs you might need a little more leeway with these...

i found out the hard way in my first DM run =/

i found out about the dogs in BRD, I was shadowmelded and didn't know what he sign above them meant, they came within a distance that normally wold be fine but I got kicked out of the group for wiping us :(
