I am going to go out on a limb here and say yes. My reasoning for this is that I have frenzied regen crit on a tick usually every 2-3 times I use it. That would lead me to think that it shares the same chance as my other heals to crit. I may be wrong, but even so, I would like to hear from those more experienced with crit gear.

Yes, I see more regen crits in all respects, including bear regen in my agility gear. Not worth much in my build though, as but a few extra 100 hp, not enough tradeoff to wear my cat gear in tanking mode.
