Nope, only determines your miss/hit in Travel, Aquatic, and caster forms. Does not affect the feral forms.

Cat and bear for calculate atk based upon a max'ed weapon skill.
When healing, depending on the mob's abilities, you might see me hitting the target. I do it to keep my weapon skills up and also to inflict icy. I back off when I have to start healing.

What about in Moonkin form? I turn 40 soon and am thinking about respeccing to balance. I have heard that Moonkin melee is based on your weapon like travel and aquatic, is that true? Also, does that mean weapon procs would work in Moonkin form?

I'll see you in two years when you hit 60. I simply don't understand why people go Moonkin. I guess everyone's got to see for themselves.
Heh, my mage hit 50 today. At 49 I out-damaged a 52 hunter and a 52 rogue on a ZF run. Equal con to +2 dies before it gets to me. Moonkin never quite did it for me.

Its not about being a better mage than a mage, its about the playstyle you enjoy. I am not interested in what is viable in an MC guild, or what PvPers like for killing the best. I play my way you play your way. Thats what the whole druid argument is about! Feral druids get mad when people tell them to heal, and then turn around and bash other druids that want to go balance.
For me personally, I cast more than I scratch, I mostly solo quest through this game as I am 15-20 levels below the rest of my guild (RL friends). I usually root, MF, FF, rejuv, and then go bear to finish out the fight once the root breaks for the extra armor. I like the idea of keeping the armor and still being able to cast and use my weapon procs (which feral druids wouldn't get to do). At 42 I can use a Shatterer to disarm, with a damage proc enchant and some shadow oil, and still have some fun in melee while keeping the big MF crits and NG.

I diddn't mean to bash your opinion. It's just that druids are so slow to level pre 1.8, they fix it, and I see people take the slow route anyways.
There's no problem with that. The game's alot more fun when you're not racing anyhow. On my next alt after my druid I actually made it a point to visit every zone/instance, open up every area of the map, take the time to find that parachute quest...yeah, all that good stuff. (ME SMELL STENCH OF THE LIVING!)
I had moonkin when it was first released and ran around EPL a bit. It was taking half my mana pool to kill a -2. To be safe that meant drinking after every pull. Playing shifty-shifty, even with shapeshifter, ran about the same expense.
Different strokes for different folks, I guess.

Yeah, sorry I didn't mean to rant. I just find it so frustrating when people don't realize we are all playing different games in the same world. My experience will be completely different from yours as from someone else's.
I like how open-ended the game is. Heck if you wanted you could just make a name for yourself as a great merchant and sell great stuff at great prices from different towns at different times and people would be like "oh look that cool leatherworker is town, lets go see what hes got!": or you could become a hated ninja and sneak loot and assassinate bosses solo and what not; or you could become a mighty general and marshal the troops from the allied towns to go raid the enemy capital; or you could become a dungeon crawler interested only in your own wealth and the next piece of uber-loot.
Everyone is playing with, at least slightly, different goals. NOTHING is best for everyone. Play your game, and have fun. Respect others playing their game.

Can't beat a feral build for leveling though :) I was crawling along doing a balance / resto build until about 40, respeced to feral and I was 60 in no time.

It will affect how often you miss NPCs while in caster form (or travel/sea cow forms). If your skill at your level is maxed, you will "miss" an equal level NPC 5% of the time. This is hard coded, and cannot be reduced.
Weapon skills (and weapon proc's like "has a chance to blast a target with 20 nature damage on hit") have no bearing on your attacks in cat/bear form.
