New progression server coming in March

SOE announced previously that a new progression server was coming in March; we now also know the name of the new server: Fippy Darkpaw.
From the previous SOE annoucement, this progression server will be a little different from the previous ones:

This server will be time locked – the expansions will be unlocked based on time rather than content completion.
